Rahvusvahelise Jalgpalli Nõukogu (inglise keeles International Football Association Board, IFAB) on institutsioon, mis määrab jalgpallireeglid. IFAB asutati 1886. aastal, et paika panna rahvusvaheliste võistluste standardreeglid ja on sellest ajast peale tegutsenud rahvusvaheliselt kasutatavate reeglite "valvurina". Alates selle loomisest 1904. aastal on jalgpalli kõrgeim juhtorgan FIFA tunnustanud IFAB-i jurisdiktsiooni reeglistiku üle.[1] IFAB sõltub mängureeglite muutmisse üldiselt väga konservatiivselt.[2]

See on FIFA-st eraldi organ, ehkki FIFA on juhatuses esindatud ja omab 50% hääleõigusest. Juhatusse kuuluvad kaÜhendkuningriigi kui jalgpalli päritolumaa neli maad. Reeglite muutmiseks on vaja kolme neljandiku ülimuslikku häälteenamust, mis tähendab, et FIFA toetus on vajalik, kuid mitte piisav, et ettepanek vastu võtta.

IFAB koosneb kõigi Ühendkuningriigi jalgpalliliitude, Inglismaa jalgpalliliidu (The FA), Šotimaa jalgpalliliidu (SFA), Walesi jalgpalliliidu (FAW) ja Põhja-Iirimaa jalgpalliliidu (IFA), ja jalgpalli rahvusvahelise juhtorgani Fédération Internationale de Football Association (FIFA) esindajatest. Igal Suurbritannia osal on üks hääl ja FIFA-l neli häält. IFABi ettepanekud peavad koguma häältest kolmveerandi või vähemalt kuus kaheksast häälest.[3] Seega on FIFA heakskiit mis tahes IFAB-i otsuse jaoks vajalik, kuid FIFA üksi ei saa muuta mänguseadusi – FIFA-ga peab nõustuma vähemalt kaks Ühendkuningriigi liiget. Alates 2016. aastast peavad hääletuse ajal ka kõik liikmed kohal olema.

Juhatus tuleb kokku kaks korda aastas, üks kord, et otsustada jalgpallimängu reeglite võimalike muudatuste üle (korraline üldkoosolek (AGM)) ja üks kord, et arutada oma siseküsimusi (aasta ärikoosolek (ABM)). Jalgpalli maailmameistrivõistluste aastatel toimub korraline üldkoosolek FIFA kontorites; muidu roteerub see Põhja-Iirimaa, Walesi, Inglismaa ja Šotimaa vahel mainitud järjekorras.[3] Neli nädalat enne üldkoosolekut peavad liikmesühendused saatma oma kirjalikud ettepanekud võõrustajaühenduse sekretärile. Seejärel prindib FIFA ettepanekute nimekirja ja see saadetakse kõigile teistele ühendustele tutvumiseks. Üldkoosolek toimub kas veebruaris või märtsis ning ärikoosolek septembris või oktoobris.[4] Vajaduse korral võib juhatus lisaks kahele korralisele aastakoosolekule kokku tulla ka erakorralisele koosolekule. 2012. aasta detsembri seisuga korraldas FIFA viimase erakorralise koosoleku 5. juulil 2012 Zürichis.[5]

Juhatuse iga-aastase korralise üldkoosoleku otsused mängureeglite muutmise kohta jõustuvad 1. juulist (ja on FIFA-le ja teistele juhatuse liikmetele siduvad ning nende FIFA liikmetele siduvad), kuid organid, kelle hooaeg pole 1. juuliks lõppenud, võivad mängureeglite muudatuste sisseviimist oma võistlustel edasi lükata järgmise hooaja alguseni.[6] Lisaks püsivatele muudatustele viib IFAB läbi ka võimalike muudatuste katsetamist.[7]

Jalgpallireeglid 1903. aastal

Ehkki jalgpallireeglid olid 1880. aastate alguseks suures osas standardiseeritud, olid Ühendkuningriigi neljal jalgpalliliidul ikkagi veidi erinevad reeglid. See tekitas probleeme rahvusvahelistes matšides ja matšide mängimisel kasutati kodumeeskonna alaliidu reegleid. Kuigi see lahendus toimis, polnud see lahendus ideaalne. Selle parandamiseks kohtusid Inglismaa, Walesi, Šotimaa ja Iirimaa tollased jalgpalliliidud 6. detsembril 1882. aastal Manchesteris toimunud Rahvusvahelisel Jalgpallikonverentsil, et kehtestada ühtsed reeglid, mida saaks kohaldada Ühendkuningriigi jalgpalliliitude vahelistel mängudel.

1885. aasta suvel seadustas Inglismaa jalgpalliliit professionaalse jalgpalli. Šotimaa jalgpalliliit vastas sellele, et keeldub oma rahvuskoondisse professionaale lubamast ning keeldub elukutselistest jalgpalluritest koosneva Inglismaa koondise vastu mängimast.[8] Iirimaa jalgpalliliit üritas pooli lepitada ja tegi ettepaneku, et "igal aastal, näiteks augustis, korraldataks rahvusvaheline konverents, mille iga alaliit kordamööda kokku kutsub, et tegeleda mängureeglitega ja arutada muid alaliite puudutavaid küsimusi. Oleks koht, kus saaks rahvusvahelisi vaidlusi lahendada."[9]

IFAB-i esimene koosolek toimus Inglismaa jalgpalliliidu kontoris Holborn Viaductil Londonis kolmapäeval 2. juunil 1886.[10] FA-l, SFA-l, FAW-l ja IFA-l oli kõigil võrdne hääleõigus.

Rahvusvahelise jalgpalli alaliit Fédération Internationale de Football Association (FIFA), mis asutati Pariisis 1904. aastal, teatas, et hakkab mängureeglite osas IFAB-i kehtestatud eeskirju jõustama. 1912. aastal taotles FIFA oma esindajate kaasamist IFAB-i. 1913. aasta jaanuaris Wrexhamis toimunud erikohtumisel nõustus IFAB FIFA taotlusega. Esimene korraline IFAB-i koosolek, kuhu kaasati FIFA, toimus juunis 1913. Igal ühingul (sealhulgas FIFA-l) oli õigus saata kaks esindajat, seaduste muutmiseks oli vaja neljaviiendikulist häälteenamust (nii, et Ühendkuningriigi liidud saaksid koos töötades FIFA soovide vastaseid reegleid siiski muuta). 1914. aastal peeti Pariisis veel üks IFAB-i koosolek, pärast seda jäid kohtumised esimese maailmasõja tõttu ära.

Esimesel neljal sõjajärgsel IFAB-i koosolekul (1920, 1921, 1922 ja 1923) jäeti FIFA vaidluste tõttu taas välja. Alates 1924. aastast osales FIFA taas IFAB-i koosolekutel. 1958. aastal leppis juhatus kokku oma praeguses hääletussüsteemis.

Pärast Iirimaa jagamist 1921. aastal sai IFA-st Põhja-Iirimaa jalgpalli korraldajaorganisatsioon, Iirimaa vabariigi jalgpalli hakkas korraldama FAI. Taotlus FAI võtmiseks IFAB-i liikmeks lükati 1923. aasta korralisel üldkoosolekul tagasi.[11]
