Hi. It is the coat of arms of a little municipality in Estonia. The description in Wikipedia originates on the municipality's webpage which says: "Rotating black-and-silver millstone symbolizes the eternal progression of time, alternation of generations, and also continuity of life. The millstone also reminds the ancient occupation of local people: farming, harvest, and bread." Most likely, the coat of arms is relatively new. Sorry, I couldn't find any contacts either. As Ivo-Manfred Rebane has been an official in the Government Office, it might be probable that they would know where he went.
