Basically, there's two ideas. First, to use an SMS-based query and answer system to convey the contents of Wikipedia. Second, to us a voice synthesizer to read Wikipedia through a (dumb)phone. This could also be used on a computer, or, well, any device.
Now, these are far from original. These approaches have been proposed (possibly) many times. E.g. on San Francisco Hackathon 2012:
