I am going to have an eye on what you are doing on ro:. The plural of linn is linnad. Res Publica strictly spoken didn't win the majority on the last legislative elections. Keskerakond won slightly more votes and the same number of places in Riigikogu. As Keskerakond was not able to co-operate with other parties, Res Publica formed a coalition.

We don't have articles on all municipalities either. We have a lot of flags and coats of arms (all municipalities have them) here but it's not all right with the copyright. Most images have been taken from Geraldika.ru, and we have their permission to use them, but their condition is that the source should be memtioned and the images should be used only non-commercially. This is not acceptable for Wikipedia. So we are planning substituting self-made images for all of them. Andres 08:26, 24 May 2004 (UTC)

Someone explained me on en: that especially in the case of coats of arms, someone had to draw the image, and this is under her copyright. And some municipalities have their own conditions for the use of their symbolics. I am not very much aware of those copyright issues.

I am sorry, my Romanian is not good. I used to learn Romanian (and many other languages) from grammars (manuals) when I was a schoolboy as I was very interested in languages. "Maa" (plural maad) means land. "-kond" (plural -konnad) is a suffix meaning collectivity. For instance teadus 'science', teaduskond 'faculty'; pere = perekond 'family'; ühis- 'common', ühiskond 'society'; pesa 'nest', pesakond' 'brood; litter'. Maakond is the official term; for instance, officially we have Rapla maakond, loosely we can say Raplamaa. There is another difference. There have been different systems of counties. In the ancient Estonia before the conquest there were counties (maakonnad, more strictly speaking lands, maad as they were independent). Among them some had names containing the word maa: Saaremaa, Läänemaa, Harjumaa, Järvamaa, Virumaa, also Vaiamaa (later rearranged). From them only Saaremaa had more or less the same borders as the counties of today. Läänemaa was much greater, Harjumaa was smaller and more in the south. There also were counties (many times reorganized) under Sweden and Russia, and there Estonian names ended with -maa. In the Republic of Estonia until 1940 there were 11 counties, and as a rule, they were greater than the counties of today. Tho se counties were known as Saaremaa, Läänemaa etc. Also in the Estonian SSR until 1950 there were counties: Hiiumaa, Saaremaa, Läänemaa, Pärnumaa etc. rayons (rajoonid) were substituted for counties: Harju rajoon, Haapsalu rajoon etc. The rayons were reorganized several times. From January 1, 1990 the rayons were renamed counties, and so the borders of the counties now are different from what they used to be in any earlier time. There are some new counties that have not existed any time earlier. Now, sometimes the difference between Harjumaa and Harju maakond etc. is exploited when the latter is restricted to the contemporary counties. So, Harju maakond is perceived to signify exclusively the contemporary county, and Harjumaa may signify the county of what ever historical period. Another source of ambiguity is that Saaremaa and Hiiumaa mean both the island and the county (including some other islands as well). Andres 12:49, 28 May 2004 (UTC)
